Based in Phalombe, MALAWI
CONTEXT
Inter Aide has been working in Malawi for more than 25 years and now runs 9 programs in rural areas in the field of community health, agriculture, access to water and maintenance of water points. Currently, the association is implementing two community health programs aimed at improving the health of young children and women, the first in Lilongwe district and the second in Phalombe district. Each program is deployed in the catchment areas of several rural health centers (covering a total population of about 160,000 people) focusing on prevention and early case management of the main pathologies responsible for the mortality of young children (malaria, diarrheal diseases, respiratory diseases and birth complications).
These programs are based on two main approaches:
Activities at community level
- Conducted in all villages of the targeted health centers’ catchment area, they directly involve the population and community leaders to improve health behaviors: Identify and train village health committees;
- Support the publication and enforcement of community health by-laws;
- Conduct community sensitization activities (project facilitators alongside community health agents);
- Monitor the adoption of good health seeking behaviors and preventive practices.
Activities to support the health system
Implemented in close collaboration with local health services, they focus on increasing and improving health care delivery for children under 5 and pregnant women in health centers targeted by:
- Support health staff management and planning of activities;
- Improve infrastructure, stock management and equipment of health centers;
- Support village clinics (community health posts run by government health workers).
Inter Aide is currently seeking, as a replacement, a public health professional to coordinate, evaluate and develop the Phalombe Health Project in Malawi.
MISSION
The Program Manager will be responsible for managing, evaluating and developing the project in in the Phalombe area. He / she will be under the supervision of the Country Director based in France.
In this capacity, the Program Manager will be responsible for:
- ensuring the coherence and relevance of the strategy and the activities defined in response to identified needs;
- the practical implementation of these activities (including the drafting of manuals and the development of adapted tools) and their supervision;
- the development and implementation of a reliable and relevant monitoring and evaluation system, including ad hoc surveys (protocol development, implementation and analysis) to assess the impact of the program;
- the development of the collaboration with the authorities (especially health services) and other local actors, at the district level mainly;
- coaching, evaluating and strengthening of the local team (about 26 people): coordinator, supervisors, field facilitators, logistician, watchmen;
- the recruitment and training of a deputy program manager;
- the logistical coordination and sound management of the financial and material resources of the program (in compliance with the procedures in place and participating in the internal audit system);
- the financial and operational reporting to the Country Director and the Administrative and Financial Manager based in France (monthly accounting and regular activity reports);
- participating in the reflection on the strategy of the program (definition of main lines of action, improvement of methodological approaches and content, identification of local operational partnership opportunities, transfer of skills …) and its geographical deployment (identification of future intervention areas).
As part of his duties, the Program Manager will be required to make frequent trips to villages in the intervention zone as well as to other regions of the country (exchange visits, surveys).
PROFILE
- Medical or paramedical training, master’s degree in public health;
- First professional experience, preferably in developing countries and project management;
- Fluent English;
- Strong teaching skills, training and team building;
- Organizational and delegation capacity;
- Basic knowledge of statistics;
- Methodological rigor, patience, diplomacy, tenacity and autonomy;
- Field oriented (many trips to the targeted villages);
- Resistance to social and cultural isolation.
STATUS
- French legal volunteer status – 24 months renewable
- Volunteer allowance of 1270 € net monthly + field allowance
- Full health insurance + repatriation insurance
- 1 round trip by plane at the beginning and the end of the mission + 1 round trip per year
- Possibility of departure in couple
